Up Easing Stair Handrail Fitting provides to the stair handrail with a way to change the angle in an upward direction. It is most commonly used to connect the rail with a gooseneck and between a volute or turnout and the rake angled handrail.

If you go up the stairs holding the railing with your right hand and the fitting jogs to the left, it's a right hand fitting.
